可翻译为：There were serious floods happening frequently during the Republican period.In order to govern the flood problem of Yongding,the government set up a special organization and put forward the relevant governing plans in allusion to the part or the whole drainage basin so many times.Among of the plans,the Governing Plan Of Yongding River was the most representative one.And at that time,people paid more attention to the whole project of drainage basin and the analysis of system and the usage of scentific technologies,and that was to say,the governing plan of rivers had been provided with the rudiment of modern water conservancy.Some of the projects which could be carried out from the plans worked very well at that time and they were used for reference,in addition,they`ve been still used so far.But it was a pity that the permanent cure of Yongding River weren`t able to be effected in time but only stopped at the planning level because of the unfirm political situation,the lack of expenditure of water conservancy,the frequent chaos caused by war and the destruction of the Yongding River projects caused by Japan during the Republican period.
